Kenya Citizens and Kenya Residents (holders of still-valid permits and passes) travelling to Uganda and Rwanda are issued, on request, with an Inter-State Pass (ISP) on production of valid identity documents. What is an Inter-State Pass in East Africa?
The ISP is issued at the border control is exiting from. It has space for one’s full name, nationality, document number, and signature. Once it has been properly filled one, it is exit-stamped and the traveler allowed to leave.
Currently one can apply for the ISP online through the e-citizen portal https://www.ecitizen.go.ke/.
Nationals of Uganda, Rwanda and Kenya are FREE to move between these countries with only an ID card i.e. National ID instead of their passports. Residents require a Work permit to be issued the Inter-state pass.
No visas are needed and no charge is required for the Inter-State Pass. The Inter-State pass is issued FREE at the border at the point of exit.
