Libya is grappling with a major human rights crisis as recent discoveries of mass graves and clandestine detention sites for migrants have shocked the international community. The African Commission on Human and Peoples’ Rights is closely monitoring the situation, expressing profound concern over these grave violations. Reports have revealed the existence of underground detention facilities, some containing mass graves with the bodies of migrants, primarily in the eastern and southeastern regions of Libya. These findings highlight the inhumane conditions faced by migrants attempting to cross through Libya, where illegal detention and trafficking networks operate unchecked.

Discovery of Hidden Detention Sites and the Tragic Mass Grave

The African Commission’s alarm stems from recent findings in Libya, where more than 200 migrants were freed from a clandestine detention center in Kufra. These detainees, including vulnerable women and children, had been subjected to harrowing conditions. Authorities in Libya have taken steps to dismantle these networks, with some perpetrators already facing justice for trafficking-related crimes. One particularly chilling discovery involved a mass grave near Ajdabiya, where at least 21 bodies of migrants were unearthed. The Commission has extended its condolences to the families of the victims and emphasized the need for thorough investigations to bring perpetrators to justice.

The Need for Action: Prosecutions and Protection for Migrants

In light of these discoveries, the African Commission commended the Libyan authorities for their efforts to investigate and prosecute those responsible for trafficking and illegal detention. However, the Commission stresses that Libya must continue to dismantle illegal detention sites and address the broader issue of human trafficking. It also underscores the importance of providing medical, psychosocial, and legal support for the survivors, particularly women and children. There is an urgent need for a comprehensive strategy to combat these crimes and ensure the protection of vulnerable migrants.

Call to Action: Strengthening Accountability and Support for Victims

The African Commission’s statement calls on the Libyan authorities to intensify operations aimed at identifying and closing clandestine detention sites and dismantling trafficking networks. It also urges Libya to offer necessary support to victims, including legal assistance and the protection of witnesses. Regional and international cooperation is essential to combat human trafficking and smuggling across borders. The Commission stresses that Libya, in accordance with its human rights obligations, must ensure independent investigations, preserve evidence, and hold those responsible accountable.

A Global Responsibility to Protect Migrants

The discovery of mass graves and illegal detention sites in Libya underscores the critical need for immediate and sustained action to protect migrants and hold those responsible for these atrocities accountable. The African Commission calls on the international community, the African Union, and regional bodies to intensify efforts to safeguard migrants’ rights, combat human trafficking, and enhance human rights-based responses to the crisis in Libya.
