TikTok has secured a deal to continue operating in the US, easing fears about a potential ban. However, with the future of the platform in the country seemingly secure, changes are expected for its 200 million American users.
What is the US TikTok Deal?
Under the new agreement, a majority-American board now owns and operates a separate entity that controls TikTok in the US. This entity, TikTok USDS Joint Venture LLC, is backed primarily by US investors and governed by a board of seven directors. TikTok CEO Shou Zi Chew sits on this board, while ByteDance, the Chinese company that owns TikTok, will retain a 19.9% stake.
The platform’s content recommendation algorithm—central to the “For You” feed—has been licensed to Oracle, a US tech company. Oracle, led by Trump ally Larry Ellison, will manage TikTok’s user data in a secure US cloud environment. This move aims to address concerns over data security and provide more control over the platform’s operations.
Will Users Need to Download a New App?
TikTok is keen to avoid disruption for its users. There’s no need to download a new app, as the platform will continue operating as it is. US users, who make up the largest market for TikTok, are unlikely to see major changes to their experience. Any changes will be subtle, with TikTok working behind the scenes to maintain continuity for users and advertisers alike.
Changes to Terms of Service
With the deal, TikTok has updated its terms of service for US users. The new agreement states that users will be entering into a contract with the US-based TikTok USDS Joint Venture. There are several changes to the terms, including a new rule stating that children under 13 cannot use TikTok outside of its “Under 13 Experience.”
Another important change relates to generative AI. Users who continue to use TikTok from January 22, 2026, must agree to the risks of generative AI, which could produce inaccurate or misleading content. Users must acknowledge these risks when using the platform’s AI-enabled features.
Will the Algorithm Change for US TikTok Users?
What users will experience in terms of the app and content recommendations remains unclear. TikTok’s recommendation algorithm will now be retrained using US user data, which could lead to changes in how content is presented. Social media experts warn that while significant shifts are unlikely, users may notice some subtle changes over time.
The algorithm is TikTok’s “crown jewel,” so the platform is motivated to maintain its successful model, despite tweaks. “The goal is continuity, not reinvention,” said social media expert Matt Navarra.
Will I See Less Global Content on TikTok?
Using a licensed version of TikTok’s algorithm could impact the global content mix seen in the For You feed. While US users will still have access to international content, there may be a shift towards more domestic content in the future. Experts suggest that international content will remain available, but the balance might change.

What About CapCut and Lemon8?
The deal also affects other ByteDance apps like CapCut and Lemon8, which have been popular with US users. Although these apps faced uncertainty during the discussions over TikTok’s future, TikTok confirmed that these apps would also remain available in the US under the new structure. Safeguards provided by the Joint Venture will cover these apps, ensuring their continued operation.
