Land, Law & Legacy: Zimbabwe’s Quest for Justice and Reparations offers a legal, historical and moral examination of colonial dispossession, land reform and the case for reparative justice.

HARARE, Zimbabwe — Zimbabwe’s land question remains one of the most defining issues in the country’s political, legal and economic history. A new book by legal scholar and author Standa Sani seeks to bring fresh clarity to that debate by examining land dispossession through the lenses of law, justice, history and reparations.

The book, titled Land, Law & Legacy: Zimbabwe’s Quest for Justice and Reparations, presents a detailed study of how colonial conquest and racially structured legislation reshaped land ownership in Zimbabwe, with consequences that continue to influence national policy and public discourse today.

Sani’s work traces the historical roots of land dispossession and examines the legal architecture that enabled the forced displacement and marginalisation of indigenous African communities. The book critically discusses major colonial statutes, including the Land Apportionment Act of 1930, the Native Land Husbandry Act of 1951 and the Land Tenure Act of 1969, which formalised racial segregation in land ownership and access.

“Where law has been used to create injustice, justice must begin by questioning the law. Historical injustice is not erased by time; it is either confronted through justice or preserved through legality. Reparations are not about the past alone, but about the future that becomes possible when the past is no longer denied.” — Standa Sani

The publication also examines important judicial and legal developments, including the role of the Privy Council judgment, in shaping Zimbabwe’s land tenure system and the legal arguments surrounding property, compensation and historical accountability.

While grounded in legal analysis, Land, Law & Legacy goes beyond statute and case law. The book explores deeper philosophical questions about justice, morality and historical responsibility. Drawing on Aristotelian ideas of justice and wider theories of colonialism, racism and reparations, Sani considers how societies should respond to historical wrongs whose effects continue across generations.

The book also places Zimbabwe’s experience within the wider African liberation and decolonisation movement. It discusses the rise of Pan-Africanism, the role of the Organisation of African Unity and the African Union, and the broader continental struggle against colonial domination in Southern Africa.

A central part of the book is devoted to Zimbabwe’s Fast Track Land Reform Programme, launched in 2000. Sani evaluates the programme’s historical justification, its legal and policy implications, and its social and economic consequences. The discussion includes its impact on displaced white commercial farmers, agricultural productivity, livelihoods and relations between communities.

Through comparative analysis, the book also considers land reform and restitution experiences in South Africa, Namibia, Eswatini and Australia, offering readers a broader view of how different societies have attempted to address land dispossession, redistribution and compensation.

One of the book’s major arguments concerns Britain’s historical role in Zimbabwe’s land question. Sani contends that Britain carries a moral and historical responsibility to acknowledge the lasting impact of colonial land policies, racial segregation and the dispossession of indigenous African communities.

According to the author, Zimbabwe’s land question cannot be reduced to a dispute over property rights alone. It is also a question of justice, dignity, restitution, reconciliation and the foundations of sustainable nation-building.

“This book seeks to contribute to an informed and balanced understanding of Zimbabwe’s land question by examining its historical foundations, legal dimensions and implications for contemporary justice and reparations discourse,” said Sani.

Written for scholars, policymakers, legal practitioners, students and general readers, Land, Law & Legacy: Zimbabwe’s Quest for Justice and Reparations provides a timely intervention in one of Africa’s most important and unresolved debates.
